Pedro is a principal and consulting actuary in Milliman’s Tampa office. He joined the firm in 2011. Pedro's experience covers a wide range of healthcare topics with a significant emphasis on ACA-related matters. Pedro has been helping organizations since 2014 with strategies around rate setting and plan designs as well as carrying out successful completion of a large number of rate filings in the individual and small group markets across many states. Pedro also has a strong foundation in Medicare Advantage, helping organizations successfully complete MAPD bids.
Carol Bazell, MD, MPH
Senior Healthcare Consultant @Milliman
Carol is a senior healthcare consultant in Milliman’s New York office. Carol most recently served as a senior advisor to the center director at the Center for Medicare and Medicaid Services (CMS) in the Center for Medicare and Medicaid Innovation (CMMI). In that role, she provided clinical, analytical, operational, and strategic direction to teams throughout CMS. Her work focused on the design, implementation, and evaluation of tests of new payment and service delivery models under the Affordable Care Act. Carol has extensive experience working with stakeholders, including health care providers, provider networks, drug and device manufacturers, national healthcare organizations, patient advocacy organizations, health services researchers, state and federal agencies, and congressional committees. Carol’s prior positions at CMS include director of the division of practitioner services and the Division of Outpatient Care in the Center for Medicare.
Edward Jhu, FSA, MAAA
Principal & Consulting Actuary @Milliman
Ed is a principal and consulting actuary specializing in healthcare consulting in Milliman’s Seattle office. Ed’s expertise is in group healthcare, with an emphasis on government sponsored programs, (including Medicare and VHA) and health care payer/provider relations. His experience covers a broad spectrum, including providers, payers and purchasers. In addition to his experience in healthcare, Ed also has extensive employee benefits experience with both Milliman and other consulting firms.
