Scott McEachern

Scott is a consulting actuary with the Hartford office of Milliman. Scott has specialized in pharmacy actuarial consulting. Scott has led and assisted in many of Hartford’s largest Pharmacy Benefit Manager Request for Proposals and contract negotiations. He has recently led RFPs for clients ranging from 1,000 to 600,000 lives. He has gained extensive experience in providing health and welfare consulting services to commercial employers, group purchasing organizations, Taft-Hartley and multiemployer trusts. Scott works directly with these plans and employers to manage their benefit spending and find savings and efficiencies for their pharmacy benefit programs. Scott provides valuable insight and recommendations regarding many of the health and welfare related issues that are facing today’s plan sponsors.
Brandy Millen
Consulting Actuary @Milliman
Brandy Millen, ASA, MAAA, a Consulting Actuary with expertise in pharmacy benefit management with more than fifteen years of experience working for major health insurance companies. Brandy’s primary focus is assisting employers and health plans manage their PBMs. This includes requests for proposals (RFPs), contract negotiations, PBM audits, PBM transitions, and ongoing pharmacy management support. Prior to joining Milliman, she had pharmacy management roles with responsibilities consisting of drug analytics and modeling, PBM operations and compliance, customer service, clinical operations, utilization management, and formulary design.
Dustin Pollastro
Pharmacy Management Consultant @Milliman
Dustin is a consulting pharmacist in the Hartford, Connecticut, office of Milliman. Dustin has previously worked for transparent and traditional pharmacy benefit managers (PBM), as well as health plans managing pharmacy benefits. Dustin has experience in managing standard and custom commercial plans and Medicare Part D. Dustin has significant experience in many aspects of pharmacy including: formulary operations and benefit, development and management of clinical programs, drug utilization review, prior authorization development and administration, drug information reviews, rebates and contracting, and drug pipeline development. Dustin has worked directly with commercial plans to identify opportunities to maximize savings for their pharmacy drug spend. Dustin has also chaired and sat on multiple pharmacy and therapeutic committees for his various sites of practice.
